As an ebullient mover and shaker, a brilliant idea got him/her elected into office, but over time he/she settled into mediocrity, the immutable idea being no longer fashionable. Dull and disillusioned he/she thoughtlessly lapsed into bizarre and amoral behaviours...
OR
He/she was an ignorant 'twat' to begin with, burdened with a selective conscience, noisy and coarse, from a lower socio-economic background, suddenly catapulted into the lime-light by would be manipulators...
Sorry, can't add to your list of Former Future Presidents, but Mitt Romney fits the bill. What an egg-head!
